In Yancheng, one of the country's most advantageous cotton producing areas, the area of ​​cotton planted this year has fallen again. According to the 2012 cotton plantation intention survey conducted by the Sheyang County Cotton Association, the cotton planting area in the county will fall to the lowest level in history. The results of the special survey conducted by relevant departments in Dafeng also showed that the area under cotton cultivation this year will drop by 20% compared with last year. According to industry insiders, the advantages of cotton's advantageous production areas need to be maintained. Otherwise, the advantages of re-engineering advantages will be lost. This is very difficult.

Stabilizing cotton is the basic policy of the country, and the dominant producing areas are the main force for stabilizing cotton. The agricultural technicians in the cotton area are even more worried that not only the area of ​​cotton planting has continued to shrink, but cotton-growing farmers have also been left untouched. Cotton planting is a job with many workers, long incubation cycle, and high technical requirements. For a long time, the old cotton area has a fairly stable and considerable number of cotton planters. As these cotton planters continue to go old and discard cotton, many rural villages have already experienced stalls. Young people are less likely to bear hardships to wait for cotton. Therefore, in some villages, or in the absence of scientific multi-crop farming, the density of transplanted cotton seedlings is too thin; or it is unable to manage the post-disaster cotton fields; or in order to reduce the cost of cotton planting, there is a significant shortage of fertilizer and labor input. Some farmers eventually produce only 200 pounds of seed cotton per mu.

Sheyang County Cotton Association suggested that we should start with stable cotton farmers to stabilize cotton. First, the policy of temporary cotton purchase and storage should be perfected early, and based on a reasonable price ratio between cotton and grain, the price of cotton purchase and storage should be appropriately increased to expand the scale of purchase and storage. The second is to raise the standard of financial subsidies for cotton-planting. With reference to grain-subsidy subsidies, increase the cotton-planting subsidy program and raise the cotton seed subsidy standard. The third is to further increase the support for the construction of high-quality cotton production demonstration bases. The whole construction system will promote the “high-yielding creation” activities of cotton and increase the yield benefits. Fourth, increase the investment in cotton planting technology. Establish a long-term investment mechanism for cotton science and technology, set up special financial subsidies, increase the research and development of cotton thoroughbreds, high-yielding cultivation techniques, and cotton machinery operations, focusing on cotton production areas, large cotton planters, and cotton farmers' professional cooperatives.
