Although the growth rate of production has slowed down, both domestic and foreign markets have achieved steady growth. The industrial added value of textile enterprises above designated size increased by 4.8% year-on-year, down from 0.1% in 2016; the total export volume of textiles and clothing increased by 1.62% year-on-year; the retail sales of clothing, shoes, hats and needles above designated size increased by 7.8% year-on-year. The retail sales of goods increased by 20.3% year-on-year. The industry supply system continues to be optimized, and the operational quality is improving. The main business income of textile enterprises above designated size increased by 4.2% year-on-year; the total profit increased by 6.9% year-on-year, the growth rate increased by 2.42 percentage points over the previous year; the sales profit rate of enterprises above designated size reached 5.26%. In 2017, there were 27 industry and industry-related enterprises listed on the Shanghai, Shenzhen and Hong Kong stock exchanges, and 31 new listed companies in the “New Third Board”. The industry has achieved fruitful results in technological innovation, green development, and fashion transformation, and has greatly improved in terms of variety richness, quality satisfaction, and brand recognition.

The total export value was 12.13%, accounting for 36.8% of the total global textile and apparel trade, and the net earning of the industry was 241.9 billion US dollars, accounting for 57.3% of the country. In 2017, the total investment in fixed assets above the scale of the textile industry was 1,230.93 billion yuan, which was 787.54 times in 1978. Most of the country's top 100 county economies have developed from textiles.

In the past 40 years of reform and opening up, the textile industry has been committed to improving people's livelihood and serving the people. In the areas of people's livelihood such as food, clothing, housing and transportation, clothing has been the most thorough in meeting people's living needs, and the status of the civilian production industry has become increasingly prominent. In 1978, China's per capita fiber consumption was only 2.9 kilograms, which was 38% of the world average. In 2015, it exceeded 20 kilograms. The quantity and structure of fiber consumption gradually approached the level of moderately developed countries. In 2016, the per capita clothing consumption expenditure of urban and rural residents in China reached 1739 and 575.4 yuan, an increase of 16.7 times and 17.4 times respectively compared with 1985. Industry has created a large number of jobs. In 1978, the number of employees in the textile industry was 3.112 million, accounting for 7.2% of the national industrial enterprises. At present, the employment of the whole industry exceeds 20 million. In 2015, the number of employed enterprises above designated size was 9.726 million, accounting for 10% of the national enterprises above designated size. In the past 40 years of reform and opening up, the textile industry has always adhered to opening up, superior and superior, and has grown into a core force supporting the smooth operation of the world textile industry system. The status of the international competitive advantage industry is more prominent. In 2017, China's fiber processing capacity was 54.3 million tons (excluding glass fiber), which was nearly 20 times that of 2.76 million tons in 1978, accounting for more than 50% of the total world fiber processing volume, and less than 10% of the world's total in 1978. Since 2011, China's total fiber processing has accounted for more than 50% of the world's total fiber processing. According to WTO statistics, China's textile exports in 2016 amounted to US$106 billion, accounting for 37.20% of world textile exports; China's garment exports amounted to US$161 billion, accounting for 36.40% of world apparel exports. In the process of going global, the industry exports advanced equipment, advantageous production capacity and successful experience to countries and regions with needs, extends the local industrial chain, continuously fills development vacancies, and promotes local economic and social development. The attributes of textile and clothing itself, the products of cultural products and cultural carriers, and China's status as the world's largest textile economy, make China's textile industry increasingly an important industrial platform for promoting economic and cultural cooperation and global governance.

(3) The new era needs the textile industry to play a greater role

The opportunities given by history have been grasped, and the tasks entrusted by the times have yet to be fulfilled. From high-speed growth to high-quality development is the basic feature of China's economic development in the new era. From 2001 to 2017, China's textile industry earned a net foreign exchange of 2.9104 trillion US dollars, accounting for 74.97% of the nationwide net trade in goods trade. The foreign exchange earned by the industry plays a supporting role in maintaining the stability of the currency, achieving balance of payments, ensuring economic and financial security, and serving the country's development strategy. Since the financial crisis, the asset-liability ratio of China's textile industry has maintained a gradual downward trend, playing an active role in stabilizing growth and preventing risks. Facing the external environment in which the foundation of the world economic recovery is weak and the trend of counter-globalization is on the rise, in the face of a series of profound changes such as China’s economic development entering a new normal and economic and social reforms entering the tough period, it is urgent to improve the quality of development of the textile industry. Play the role of stabilizer in the process of adjusting structure and increasing power.

2. We must push forward the development of fairness and fairness, and lay a solid foundation for poverty alleviation. The textile industry plays an important role in undertaking employment. The textile industry employs about 20 million people, and the industrial ecology's ability to absorb labor is increasing. The regional distribution characteristics of the industry enable the industrial transfer to effectively promote the docking of coastal and inland resources, activate the development potential of the old and the poor, and realize the regional poverty alleviation through the development of characteristic industries. The green development of the industry is of great significance for achieving pollution prevention. China's textile industry has indeed made fruitful efforts in green development. As the first entity in the world to implement social responsibility work at the industry level, the industry actively adjusts the industrial structure, eliminates backward production capacity , deepens technological innovation, and aggregates pollutant emissions. The amount has been greatly reduced, and the development quality has been greatly improved.

4. We must promote the development of open and win-win development and practice the community of human destiny. The textile industry is currently one of the most globalized industries. In 2017, China's textile and apparel exports totaled US$27.51 billion, accounting for 36.8% of the world's total. The company's garment output was 28.78 billion pieces. If the output is 55% of the national total, it is equivalent to the world population (calculated at 7.6 billion). People provide 6.89 pieces of clothing. China's textile industry is increasingly becoming an important industrial platform for promoting economic and cultural cooperation and global governance. Social responsibility work continues to advance. China Textiles has continuously innovated its working methods and further established a social responsibility work system based on people-oriented, environmental protection, fair competition and consumer safety. The release of the new 2018 CSC9000T in Beijing and Hong Kong has become an important guide for the sustainable development of the industry and the protection of the legitimate rights and interests of employees. The development and construction of the information sharing platform for the “Asian Textile and Apparel Industry Regional Cooperation Governance” was initially completed, and the standard measurement template and calculation system of the carbon emission measurement platform and the CIE chemical information exchange tool were researched and developed. The 2017 China Enterprises Overseas Sustainability Report and the Carbon Management Innovation 2020 Campaign Carbon Stewardship 2020 were released. In-depth international cooperation, officially signed a memorandum of cooperation with the OECD on cooperation to promote responsible corporate behavior, and ETI carried out the social responsibility status and risk research of China's overseas investment textile and apparel enterprises. This puts higher demands on the industry. The industry supply should be more forms and higher quality, meet the consumer demand and integrate into the industrial value creation.

The “unbalanced and inadequate development” in the industry is a problem that needs to be solved in the current industry development, which determines the direction of high-quality development of the industry.

The first is the structural problems of the industry itself. The main performance is four imbalances:

The supply system is out of balance. The structural contradiction of factor supply is prominent and cannot meet the production needs; the homogenization tendency of product supply is heavier and cannot meet consumer demand. Compared with other industries, the wage income and return on assets of personnel have been at a low level; the profitability of the industry and the contribution of the economy are misplaced. The inferior position in profit distribution restricts the long-term development of the industry.

The innovation system is out of balance. The investment in innovation factors has continued to increase, but innovations in core technologies, major key common technologies and cutting-edge leading technologies are still insufficient, and the conversion rate of scientific and technological achievements is not high. There is a certain alienation of patent value, and most patents and achievements are in an "idle" state, which constitutes a great waste of resources. Independent innovation and integrated innovation capabilities need to be strengthened.

The funding system is out of balance. On the one hand, the industry has great capital needs and financing potential; on the other hand, corporate financing faces great difficulties. Among them are external reasons such as inadequate policy implementation, biased social cognition, and imperfect financial markets. There are also factors such as unfamiliarity of capital operation by industry enterprises, inadequate use of financial instruments, and inadequate participation in financial innovation.

In the market environment of fair competition, intellectual property protection challenges, fake phenomenon of individual consumption environment for the industry formed a sabotage, acts of credit supply chain integrity and industry collaboration had an impact. Industry social responsibility construction and credit system construction need to be paid enough attention.

In terms of the security environment, it is necessary to balance the relationship between openness and security. It is necessary to fully stimulate the vitality of the industry with openness, and also to guard against information risks and protect property rights. It is necessary to deal with the problem of industry positioning in the connected environment and handle the changing environment. Adaptation problem.

(2) The trade ecology is undergoing profound adjustment, and we must actively adapt

In recent days, the escalating Sino-US trade friction has received widespread attention. The cause was that in March 2018, the United States determined that Chinese steel and aluminum products threatened US national security, and on March 23, tariffs were imposed on related products (ie, 232 measures). To protect the legitimate interests of the country and the people, the Chinese government responded by suspending tariff reduction obligations on 128 imported goods originating in the United States on April 2. On April 4, the US government announced that it would impose a 25% tariff on the US$50 billion worth of goods exported to China based on the unilateral findings of the 301 investigation. Trade friction is getting more frequent. 贸易复杂程度不断加深。信息化、全球化的深入发展加速了国际分工的细化,国别之间的贸易关系正由产成品贸易越来越多的向中间品贸易转变。产业链、价值链与创新链,相互融合、彼此交织,使得经济体间空前紧密地联系在了一起。一件商品背后可能关涉多个国家和地区,贸易争端牵一发而动全身。在政策调整、智能制造、能源革命、资金成本、原料价格等因素的影响下,综合成本正趋于扁平,就近化生产与分散化采购成为一种趋势。供应体系布局更加复杂。据统计,全球已形成400多个RTA(区域自贸协定)。协定间相互交叠,使得企业应用相关规则的复杂度大幅提升。

贸易争端更具战略高度。在新一代技术革命与产业革命的推动下,全球制造业进入产业升级和提质发展的大周期,先进制造业呈现出结构性扩张趋势。在这种背景下,围绕制造业产生的贸易争端也更具战略高度。以这次中美贸易争端为例,301条款主要是围绕知识产权展开,焦点是高新技术产业和产品。白宫贸易顾问纳瓦罗直言,这次美国关税商品清单瞄准的中国商品将“重点关照”“ 中国制造 2025”计划重点推进的产业上。这次贸易争端,并不是着眼于消除贸易逆差,而是直指国家战略。对于我们行业而言,纺织品和服装的直接出口虽尚未受到太大影响,但对于以高品质高性能纤维、产业用纺织品、高端智能制造为代表的科技纺织强国建设的影响不容忽视。

面对已经发生深刻变化的贸易环境,一方面我们行业要积极布局,围绕一带一路建设,发展开放型经济,强化国际产能合作;另一方面在技术引进日渐困难的情况下,行业更要强化自主创新能力,抢占产业发展制高点,以创新引领行业的高质量发展。

(三)轻质化潮流正在重塑市场逻辑,我们必须积极适应

社会生产力的提升,规模化生产的发展,极大地丰富了产品、服务和信息的供给。随着全球化、信息化、市场化的深入,原先由于区域隔离、信息封闭产生的稀缺状况得到了根本改善,全球从稀缺经济进入了丰饶经济。而充盈的供给、海量的选择,使得经济与市场领域的偏好由重型化、物质化转为轻型化、精神化。“轻”已成为一种覆盖全球的发展范式和价值理念,影响着精神与物质供给,生产与生活方式。

二是流动之轻。流动之轻,体现在资源流转速度之快与市场变化速度之快。信息技术、运载技术的发展,使得世界变得越来越“平坦”。以市场、资本、网络、政策、文化、责任为纽带,全球一体化深入发展,区域间、国家间、产业间的资源能力广泛链接、高度协同。资源流转的速度与规模在不断加快,使得整个经济的波动性在不断增大。当前困扰行业企业的汇率问题、原料价格问题、人员流失问题,都与波动性有关。如何在波动中快速成长考验着行业智慧。缺少耐心与短暂关注正形成一种消费趋势,快速变化与不稳定成为当前市场的核心特征。速度作为竞争优势的作用更加凸显。2017财年,Zara销售额同比增长9%,告别了持续数年的两位数增长;而拥有更快迭代速度的超快时尚品牌飞速发展:ASOS销售额同比增长23.3%,Boohoo.com更是取得107%增幅。在“流动之轻”执掌的市场中,要有占有资源的能力更要有整合资源的能力,平台化成为成功商业的共同基因;要有打造经典的能力更要有打造爆款的能力,潮流化成为实现价值的重要途径;要有培养情感的能力更要有捕捉情绪的能力,敏捷化成为适应市场的现实选择。

三是参与之轻。轻的潮流在某种意义上正在融消现实壁垒,填平时空与信息的沟壑、拉近专业与业余的距离。新经济语境下,地域间、专业间、企业间的界限日渐模糊,市场主体以更自由、自主的方式接入到经济社会活动中。传统的“公司+雇员”层级模式正转变为“平台+个人”网络模式,斜杠人群日益增多;众包、消费者创新、C2B模式、共享经济快速发展,个人对经济的参与度不断提升。据国家信息中心报告,2016年我国共享经济中的服务人员已达到6000万人。线上与线下渠道在融合、移动与实体场景在丰富,粉丝与社群经济在繁荣,新入口、新界面、新市场不断涌现。能否成功在消费者与产品服务间建立稳定持久联系成为决定企业成败的关键。另一方面,容易接入也意味着更开放的参与规则与更低的准入门槛。一个明显的趋势是符号化。通过符号的表征或者仪式感的设计,更多人可以近乎零门槛的参与其中。各种神曲、IP、购物节日都体现着这种市场逻辑。与之对应的,是一种碎片化、快餐式的产品需求和在肤浅逻辑下运作的经济模式。如何营造生态,应对这些变化,是对企业的挑战。

四是娱乐之轻。从佛系审美,到无年龄化、无性别化的流行趋势,从网红经济,到抖音APP、快手APP的快速崛起,娱乐之轻正以一种卸除压力的方式,彰显着其价值创造和流量汇聚的能力。在几年前很难想象,王者荣耀中一件虚拟的衣服比一件现实中的衣服还要贵;维密秀场上模特走秀时一摔迎来的是大众娱乐和新闻宣传的盛宴。这或许是一种群体非理性。但不能否认,娱乐之轻正带来价值视角的转换和商业逻辑的颠覆。产品和服务的价格也不再单纯反映其内在价值,趣味成为产品溢价的重要来源。不少企业已开始尝试在产业中融入娱乐逻辑。如《女神的新衣》以真人秀的形式将时尚综艺、明星、平台、商家、消费者跨界整合;Topshop、Balenciaga、Moschino等利用虚拟现实在实体店播放其时装秀;摩登大道引入虚拟现实等技术实现购物社交化与娱乐化;红豆开始推出无人零售店;各种功能性服装和可穿戴服装。在泛娱乐化的潮流中,如何正确应用游戏化思维,让产品服务“妙趣横生”,同时避免“娱乐至死”,值得我们好好研究。

四、推进中国纺织工业高质量发展

今年3月,党和国家机构改革拉开帷幕,这是一场具有深远历史意义的改革攻坚,标志着全面深化改革进入了新阶段。这场变革必将成为焕发社会主义中国活力与创造力的强大引擎。在这次打基础、立支柱、定架构的党和国家机构改革进程中,中纺联要牢牢把握改革正确方向,全面贯彻党的十九大精神,以习近平新时代中国特色社会主义思想为指导,自觉服从服务党和国家工作大局,找准工作结合点和着力点,合理调整业务和机构安排。坚持立足大局、立足实际、立足行业,创新务实开展工作,积极推进行业高质量发展。

(一)凝心聚力,以共识推进行业发展

党的十九大作出了决胜全面建成小康社会、开启全面建设社会主义现代化国家的战略部署,为行业工作提供了战略指引和根本遵循。面对社会主要矛盾转变的新课题与推进高质量发展的总要求,我们要凝聚共识,将思想统一到中国特色社会主义建设的伟大事业中。

文化自信是一个国家、一个民族发展中更基本、更深沉、更持久的力量。我们要以习近平新时代中国特色社会主义思想为指导,将“仁、义、礼、智、信”的中华优秀传统文化融入行业工作中,构筑行业精神、形成行业共识、凝聚行业力量、实现行业价值。

要坚持以人民为中心的发展,做到仁者爱人。人民是历史的创造者,行业发展要依靠人民,行业发展是为了人民。“利民之事,丝发必兴;厉民之事,毫末必去。”增进人民福祉,满足人民日益增长的美好生活需要,应该成为我们行业工作的出发点、落脚点和着力点。要重视人才培养,既要寻求增量,更要盘活存量,实现各司其职,各尽其用;倡导不同专业、不同代际、不同禀赋人才的创新融合,促进人才多样化、技能备份化、员工专家化。

要坚持服务国家和产业发展大局,做到义不旋踵。行业工作应当且必须融入国家发展的大局中。我国正处在全面建成小康社会的决胜阶段。打好防范化解重大风险、精准脱贫、污染防治的攻坚战,实现高质量发展是当前面临的紧要任务。对此,我们应当有所作为,作出建设性贡献。不忘产业报国初心,牢记强国富民使命,立足行业我们要多做国家、行业、企业需要的事情,多做受人尊重、令人期待的事,多做有利于行业根本利益和长远发展的事。

要坚持规则意识与底线意识,做到礼度委蛇。合规是发展的根基,秩序是成长的动力。我们要围绕新时期党对社会组织的要求严肃纪律、规范言行,树立正确的权力观,尽职尽责用好影响力、导向力、推荐权。强化行业自律能力建设,引导产业更加健康有序发展。完善管理流程与组织架构,促进联合会各项工作的有序化和规范化运行。

要坚持学习精神与创新精神,做到智周万物。新一轮的技术革命与产业革命正在重塑产业边界。以信息、资本、市场为纽带,行业融合与跨界成为常态。新技术、新理论、新工具不断涌现。技术与知识极大丰富又快速迭代。这客观要求我们必须以更开放的心态,加强学习,提升能力,打造学习型组织。时刻谨记,任何时候停止学习都会面临出局的危险。

要坚持契约精神与社会责任,做到信以为本。信用是市场经济的基石。完善的信用体系,可以有效降低交易成本、提升运行效率、强化协同能力、增进市场价值。迈克尔•费蒂克在《信誉经济》一书中指出,一家企业的市场价值,75%取决于它的信誉。市场化越深入,信用建设越紧要。我们要着力提升在社会上、企业中的公信力,推进行业信用体系建设。

(二)2018年中纺联的工作重点

1、“重塑”——提升认同感

经过多年发展,中国纺织工业的内涵已经发生了质的飞跃:产业范围涵盖高品质高性能纤维产业、产业用纺织品产业、高端纺织智能制造产业、以服装与服饰品牌为代表的时尚产业等;产品应用也从生活衣着领域延伸至医疗与卫生、生态与环保、军工与航天等领域。但社会对行业的认知却相对滞后,行业经济贡献与社会关注存在不匹配;发展成果与舆论评价存在不匹配。行业定位问题使得招工难、融资难、获取政府支持难成为企业面临的普遍困境。我们未来的一项工作重点就是提升产业认同,以“理智与情感”消融“傲慢与偏见”,打破不符实际、不合时宜的印象锁定,使“科技、时尚、绿色”成为中国纺织工业的新标签。一方面强化研究,以改革开放四十周年纺织工业成就梳理、《纺织强国纲要》修订、“行业十三五规划”中期评估等工作为契机,发掘与宣传行业价值;在服务政府决策的同时,推进各级政府对行业的重新认知。另一方面深化交流合作,借助媒体、展会、时装周、会议等各种平台,向社会和公众宣传行业发展近况与发展理念。

2、“融合”——提升关联度

首先,要与国家战略大局融合。对接全面建成小康社会的发展需要,将行业工作与三大攻坚战结合。围绕特色产业与特色业务,以产业集群、产业转移、非遗保护、社会责任工作为抓手,推进产业扶贫;深化行业社会责任建设和绿色环保工作,推进污染防治。

其次,做好内部整合,将平台战略落到实处。完善联合会各工作委员会协调沟通机制,梳理各委员会人员构成。完善服务顶层设计,搭建更具柔性的服务框架与平台,同时提升业务的模块化专业化程度。使得业务单元间能各美其美,保持独特性,形成多元生态;能美人之美,保持互补性,避免同质竞争;能美美与共,保持协同性,实现价值的共建共享。
