To this end, China Finance & Trade China Textile Industry Labor Union will promote the formulation of industry labor quota standards as a breakthrough for legally advancing wage collective negotiation work. The China National Garment Association together with the General Assurance Work Department and the Department of Labor Relations of the Ministry of Human Resources and Social Affairs will first conduct pilot projects in the apparel industry. . In May 2012, the “Guidance Standard for Certain Labor Quotas in the Apparel Industry” was formally announced, involving nine products such as suit tops and men's trousers and 534 procedures. It is reported that this is the first industry-wide industrial labor quota guideline jointly formulated by the national industrial trade unions, government authorities, and national industry organizations.

At the same time, the China Finance and Trade Textile and Light Industry Trade Union will carry out collective wage negotiations as a key project of the industrial trade unions, focusing on the use of industry negotiations to guide and promote regional consultations and business negotiations. For example, the China Merchants Federation, the China Cuisine Association, and the China Hotel Association jointly formulated guidelines for the collective negotiation of wages in the catering industry. In addition, more than 10 experiences in Beijing, Shanxi, Jiangsu, Hubei, Hainan, Wuhan, Shenyang, Shijiazhuang and other places have been summarized, involving restaurants, clothing, textiles, eyewear, sheet metal, accounting, retail, etc., and the promotion meeting was held. Promotions such as seminars and on-site meetings have played a guiding and demonstrative role in deepening the collective consultation of wages in the industry.

At present, the financial and textile textile industry has gradually formed a multi-level, cohesive, and three-dimensional system of collective wage negotiation based on the “industry talk standards, regional talk bottom lines, and corporate talks on growth”. According to incomplete statistics, only 921 collective wage negotiations were conducted in 2012 alone, covering 66,000 employees in 14,000 companies.
